The monthly fee for solid waste collection and disposal services shall be set from
time to time by appropriate written resolution of the city council. Such fee shall
include a collection and disposal charge, a monthly billing charge, franchise fee
to contractors, if any, and applicable sales tax. The monthly fee for such services
shall be charged along with water and sewer charges. A residence shall be considered
occupied when water and sewer service is supplied thereto by the city, except if the
residence is a new home never before occupied. Customers will be billed for collection
service after it is received.
