§ 8-9. Authority of city manager to enter contracts and expend funds.

The city manager is hereby authorized to enter into contracts requiring the expenditure of funds, and to expend funds, where such amounts have been authorized and appropriated by the city budget, provided that no such contracts or expenditures are authorized where sealed competitive bids are required by the laws of the state.
