§ 4.04. Administrative organization.

(a)

The administrative ordinance authority of the city council shall not extend beyond the scope and limitations of this charter, the constitution and the laws of the State of Texas.

(b)

Unless otherwise specifically stated herein, all administrative departments, offices and agencies will be integrated under the city manager.
