§ 3. Exemptions.

The provisions of this ordinance shall not apply to the following:
a.

Residential development for property to be located on a lot of record, final plat, or replat which was approved prior to the effective date of this ordinance.

b.

Residential development constructed or to be constructed in accordance with a building permit issued prior to the effective date of this ordinance.
